If your car just flunked its Georgia emissions test and you’re staring at that red “FAILED” result, you can still donate it in Metro Atlanta. A failed smog or emissions test does NOT disqualify your vehicle from donation. Wheels of Change accepts vehicles in virtually any condition — including cars that can’t pass emissions — and picks them up for free across Atlanta, from Marietta and Decatur to Duluth, College Park, and beyond.
Here’s how it works in Georgia: when you donate, you’re transferring the title to a charity, not selling the car to a private buyer. The smog and emissions rules that apply to private sales usually do not apply to charitable donations. You do NOT need to spend money fixing the check engine light, catalytic converter, or other emission issues just to donate. Wheels of Change processes your donated vehicle on behalf of Heritage for the Blind (a 501(c)(3) nonprofit), then sells it as‑is at auction or to a buyer who will repair or part it out. You get free towing, a proper IRS tax receipt, and the satisfaction of helping people who are blind or visually impaired right here in the Atlanta area.
How to get your free pickup scheduled
1. Tell us about your failed-emissions vehicle
Start online or by phone and share the basics: year, make, model, mileage, and that it failed a Georgia emissions test. Whether you’re in Buckhead, East Point, Sandy Springs, or Lawrenceville, Wheels of Change can work with vehicles that won’t pass smog or even won’t currently pass inspection.
2. Relax — no repairs or re-test needed
Skip the stress of diagnostic fees and big repair bills. You do NOT need to fix the emissions problem or get a new test just to donate. Because this is a charitable title transfer, the smog rules for private sales typically don’t apply. We’ll accept the car as‑is, even with a failed test in hand.
3. Schedule your free Metro Atlanta pickup
Choose a pickup time that fits your schedule. We arrange towing at no cost to you anywhere in Metro Atlanta — from Midtown condos and Old Fourth Ward street parking to garages in Roswell, Smyrna, and Stone Mountain. The tow driver will handle most of the logistics on pickup day.
4. Sign the Georgia title and hand over the keys
On pickup, you’ll sign your Georgia title over to Wheels of Change for the benefit of Heritage for the Blind. Our team can walk you through how to sign correctly. Once the title is signed and the vehicle is loaded, your responsibility for the car — and its emissions issue — is effectively finished.
5. We sell the vehicle as‑is; you get your tax receipt
Wheels of Change sells your car as‑is, often at auction or to a buyer who plans to repair it or use it for parts. You’ll receive a tax receipt, typically for at least $500. If it sells for more than $500, you’ll also get the IRS Form 1098‑C to support a larger deduction on your federal taxes.
6. Your failed-smog car funds real services
The proceeds from your donated vehicle support Heritage for the Blind’s programs for people who are blind or visually impaired. Your car that couldn’t pass emissions in Cobb, DeKalb, Fulton, or Gwinnett County is turned into resources that help people live more independently and access vital services.
Potential complications to watch for
Title issues can delay pickup
Tip: To donate quickly, you’ll need a clear Georgia title in your name. If the title is lost, damaged, or still in a previous owner’s name, contact the Georgia DDS to resolve it first. Wheels of Change can explain what information we’ll need, but only the state can issue or correct the title.
Expired registration or no tag isn’t a dealbreaker
Tip: An expired tag is common with failed-emissions cars. That usually won’t stop the donation, since the vehicle is towed, not driven. Just be upfront about the status so we can plan the pickup correctly and you can remove your plate per Georgia rules once the car is picked up.
Still paying off a loan or lien on the car
Tip: If there’s a lien listed on the title, we may not be able to accept the donation until it’s released. Check that your title shows the lien as satisfied or obtain a lien release letter from the lender. Wheels of Change can let you know exactly what documentation is needed before scheduling pickup.
Missing keys or non-running vehicles
Tip: A failed smog often goes hand-in-hand with other issues. We can usually accept non-running cars or vehicles with major engine problems, but let us know if it doesn’t start or if keys are missing. We’ll arrange the right kind of tow truck so pickup in your driveway or apartment lot goes smoothly.
